Being officially registered as an SDMX maintenance agency in the SDMX Global Registry is not a condition for implementing SDMX. It is necessary ONLY if you plan to disseminate global or cross-domain SDMX artefacts (but in general these will be developed by international organisations for the benefit and after consultation of their constituencies).

However being registered allows your organisation to be uniquely identified in the SDMX system.
