1. Introduction
The Steering Group for SDMX implementation in Balance of Payments is pleased to inform you that the inter-agency work on developing integrated SDMX data structure definitions (DSDs) for external sector statistics based on the latest international standards (the IMF Balance of Payments and International Investment Position Manual, Sixth Edition (BPM6) and the OECD Benchmark Definition of Foreign Direct Investment - 4th Edition), has been finalised and is now ready for release on 1 October 2013.

Following the release of the SDMX-NA package V1.1, the updated Excel visualisation templates have been published. Additionally a new version of the Eurostat SDMX Converter was released, which includes Excel as input format and was tested with the National Accounts Excel templates. The Excel2SDMX pilot converter is thus not anymore needed.

The Ownership Group for SDMX implementation in Balance of Payments (BOP), Foreign Direct Investment (FDI) and National Accounts (NA) is pleased to inform you that the comments received from the organisations that tested the DSDs have been taken into account, and that updated DSDs have been made available. The release fixes some mistakes detected by data providers in the V1.0 release of September 2013. In addition, some codes needed in the context of data cooperation between international organisations were added.

New SDMX guidelines on the governance of commonly used SDMX metadata artefacts are made available by the SDMX Sponsors. These guidelines describe the SDMX governance model and the governance principles of the artefacts. They also deal with maintenance issues related to these artefacts. These guidelines are the basis when the SDMX standards are implemented in statistical domains.

This is the current SDMX 2.1 Technical Specification. Minor errors and inconsistencies have been corrected in August 2011 and May 2012. These have been documented in the appropriate parts of specification. The Technical Notes and the Web services guidelines have also been amended in March and April 2013.
